Information

This measure (Sections 1 to 12) provides for the guidelines on the requirements and procedures for the licensing of importer/exporter and in the issuance of import/export authorization relative to shipments of Controlled Precursors and Essential Chemicals (CPECs) (Listed in the Annex of Republic Act 9165 also known as Comprehensive Dangerous Drugs Act of 2002 and those additionally classified chemicals such as Thionyl Chloride and alpha-phenylacetoacetonitrile (APAAN)) and its chemical mixtures, unless specifically exempted by the DDB Regulation. The objective of this measure is to control and regulate the legitimate use of CPECs to prevent diversion of these chemicals to the illicit manufacture of dangerous drugs, to safeguard the integrity of the Philippine territory and the well-being of its citizenry from the harmful effects of dangerous drugs on their physical and mental well-being and in accordance with 1988 United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.
